To encourage and promote Intra/Inter-State Sports Development through interaction and collaboration with other agencies for a World Class Sports Development.

  • Providing an enabling environment for the development of Coaches, Technical and Support Staff for effective training of Athletes.
  • Conducting and encourage research into all matters relating to Youth & Sports.
  • Articulating Relevant Programmes of action for Youth & Sports Development.
  • Promoting International Cooperation to facilitate Youth & Sports Development.

Human Resources Department


The department is charged with the following responsibilities:

  • Coordinate and supervise all Sports Programmes
  • Formulation of Sports Policy
  • Talent hunt for Grassroots Sports Development
  • Procurement of Sports Equipment/Maintenance of Sports Facilities
  • Oversee, Supervise and evaluate all Sports matters in the State
  • Implementation of Sports Programmes and Projects of the State

SPORTS DEPARTMENT


The department is saddled with the following responsibilities:

  • To provide adequate infrastructural facilities like swimming pool, badminton hall, tennis court, football, hockey ground and many more for carrying out effective training of Sports persons.
  • To implement policy and procedure related to Sports.
  • Taking care of the promotion of Sports and Games and Youth Welfare Programmes.
  • Organize Coaching Programmes in collaboration with the State Associations before teams are sent for participation at national levels.
  • It also monitors the functioning of State level Sports Associations and much more Clubs and Schools undertaking Sports activities in the State.

pRS DEPARTMENT


Planning, Monitoring and Information have the responsibility of charting the course of the entire Ministry as well as coordinating efforts, geared towards Youth and sports development activities. Its functions are:

  • It focuses on matters relating to Policy formulation, data collection, analysis, storage and dissemination, programmes/project design, performance and monitoring and evaluation, rolling plan preparation as well as external relations.
  • Researching into sectors over which the Ministry has jurisdiction.
  • Management of the Ministry records and information.
  • Collecting and processing of data and statistics.
  • Monitoring and evaluation of plans.

FINANCE & ACCOUNT DEPARTMENT


The Department is statutorily charged with the responsibility of receipt and disbursement of Public Funds on behalf of the Ministry. In carrying out its duties, the department is to ensure that full accounting records are maintained and all laid down procedures, processes and regulations guiding the conduct of government business as contained in the Financial Regulations are strictly adhered to. The department also acts as an adviser on financial matters to the entire Ministry through the Accounting Officer. Its functions are:

  • Financing Planning, reporting and Controls, Short and Long Term Business Strategies, Investment, Cash Management, Internal Risk Management, Corporate Finance, Auditing and Accounting.
  • To keep track of cost incurred by the Ministry and advise the modification of existing operations to reduce operating costs.
  • To provide a basis for performance and assessment and create accountability across the Ministry.
  • To maintain and record all Business transactions accurately and compressively in a systematic way, they can be retrieved at anytime.
  • To properly collect all the financial data and prepare the Financial Statements/ reports are used to prepare Budgets, forecasts and other decision making reports.

PROJECT MONITORING DEPARTMENT


Functions:

  • Monitoring of Projects carried out by the Ministry Department and entities.
  • Planning and Monitoring of the Management and Maintenance of Completed Projects.
  • Collaborating and pursuing the Development of New Projects.
  • Monitor Contractors and assess the level of Project execution, thereby minimizing risk of Project failure.

MARKETING/ICT DEPARTMENT


Functions:

  • Keeping an eye on trends and monitoring competition.
  • Developing a growth strategy.
  • Creating content and providing Search Engines Organization (SEO) for the Ministry Website.
  • Providing marketing and monitoring materials for the Ministry.
  • Communicating work and brand values of the Ministry of the public.

Entrepreneurship Development

In August 18th 2020, a list of 16 youths covering the eight (8) Local Government Areas was sent to the Federal Ministry of Youth & Sports Development for a virtuous Entrepreneurship Programme on invitation. It was stated that eight (8) participants will be selected from the list by the Federal organizers. This programme was billed for August to October 2020 Online. Ended in October and was given starter packs.

International Youth day

In August and November 2020 respectively, the Ministry celebrated the International Youth Day within NCDC Covid-19 Guidelines, Youths from the National Youth Council of Nigeria (NYCN, BYS, ANUIS, NUBBS, OGUAN, CLO’s etc ), Nigeria Youth Parliament, Ijaw Youth Council and other Uniform Voluntary Organizations participated.

Sports Development

In 8th August, 2021 Bayelsa United and Bayelsa Queens won the 2021 AITEO Cup for men and women respectively. This was made possible through the Ministry of Youth & Sports Development and the Prosperity Government.

League Winners

The State owned Football Club “Bayela Queens” under the Ministry of Youth & Sports Development became the 2021/2022 Nigerian Women Football League (NWFL) Champions.

National Events

At the 2022 National Sports Festival hosted by Edo State “Team Bayelsa” came second with a total of 132 Gold, 115 Silver and 90 Bronze Medals. This was a great achievement for the Ministry of Youth & Sports Development and the Bayelsa State led Prosperity Government under His Excellency, Senator Douye Diri.

Sports Festival

On the 26th March, 2023 the Ministry of Youth & Sports organized its first Maiden Edition of the Bayelsa State Sports Festival tagged “Access Bank Prosperity Unity Games” which draw Athletes across the eight (8) Local Government of the State, the event was a huge success with Yenagoa Local Government Winning the First Position with 74 Medals comprising 34 Gold, 22 Silver, 18 Bronze.

The National Sports Festival 2025, hosted at MKO Stadium, Ogun State, showcased remarkable athletic talent across 62 events. With 458 athletes and 36 teams competing, the festival highlighted Nigeria’s growing sports culture and the importance of structured development programs.
Among the top-performing states, Delta, Edo, Ogun, and Lagos led the medal standings, reflecting their strong investment in sports training. Conversely, several states recorded minimal medal achievements, indicating a need for enhanced talent development and funding strategies.
