In carrying out its duties, the department is to ensure that full accounting records are maintained and all laid down procedures, processes and regulations guiding the conduct of government business as contained in the Financial Regulations are strictly adhered to. The department also acts as an adviser on financial matters to the entire Ministry through the Accounting Officer. Its functions are:

Entrepreneurship Development
In August 18th 2020, a list of 16 youths covering the eight (8) Local Government Areas was sent to the Federal Ministry of Youth & Sports Development for a virtuous Entrepreneurship Programme on invitation. It was stated that eight (8) participants will be selected from the list by the Federal organizers. This programme was billed for August to October 2020 Online. Ended in October and was given starter packs.
International Youth day
In August and November 2020 respectively, the Ministry celebrated the International Youth Day within NCDC Covid-19 Guidelines, Youths from the National Youth Council of Nigeria (NYCN, BYS, ANUIS, NUBBS, OGUAN, CLO’s etc ), Nigeria Youth Parliament, Ijaw Youth Council and other Uniform Voluntary Organizations participated.
Sports Development
In 8th August, 2021 Bayelsa United and Bayelsa Queens won the 2021 AITEO Cup for men and women respectively. This was made possible through the Ministry of Youth & Sports Development and the Prosperity Government.
League Winners
The State owned Football Club “Bayela Queens” under the Ministry of Youth & Sports Development became the 2021/2022 Nigerian Women Football League (NWFL) Champions.
National Events
At the 2022 National Sports Festival hosted by Edo State “Team Bayelsa” came second with a total of 132 Gold, 115 Silver and 90 Bronze Medals. This was a great achievement for the Ministry of Youth & Sports Development and the Bayelsa State led Prosperity Government under His Excellency, Senator Douye Diri.

On the 26th March, 2023 the Ministry of Youth & Sports organized its first Maiden Edition of the Bayelsa State Sports Festival tagged “Access Bank Prosperity Unity Games” which draw Athletes across the eight (8) Local Government of the State, the event was a huge success with Yenagoa Local Government Winning the First Position with 74 Medals comprising 34 Gold, 22 Silver, 18 Bronze.

Bayelsa State Football Association Sponsors Four Coaches to NIS
The Bayelsa State Football Association has sponsored four promising grassroots coaches to the National Institute of Sports (NIS) in Lagos for National Diploma coaching courses. According to the association’s secretary, Diseye Nwankwe, this initiative aims to equip young Bayelsa coaches with modern coaching techniques and help them compete favorably with their peers. The selected coaches are Donbai Emmanuel, Edike Dift, Freeborn Mere, and Ugbana Wole, who have demonstrated character and dedication in state competitions.
Prosperity Cup Season Six in Retrospect
The Prosperity Cup’s sixth season saw Ogboinbiri FC emerge as champions, defeating Nembe City FC 3-0. Since 2015, the tournament has grown to over 200 teams, becoming Nigeria’s largest grassroots soccer event and fostering community spirit in Bayelsa.
50 Million Naira Up for Grabs in Nigeria’s Largest Grassroots Football Tournament: Prosperity Cup Season Seven
Nigeria’s premier grassroots football tournament, the Bayelsa Governor’s Football Tournament, also known as the “Prosperity Cup,” will kick off its seventh season in February 2025. The tournament, which promotes sports development, has a total prize pool of ₦50 million for the male, female, and para-soccer categories. Registration begins on January 6, 2025, with forms available at the Prosperity Cup Secretariat, Ministry of Sports Development.
